I TRANSMIT to you herewith copy of a despatch from Sir W. J. Collins and Mr. Max Müller,* delegates of His Majesty's Government at the recent International Opium Conference, in which they urge the importance of securing the adhesion of the Egyptian Government to the International Opium Convention.

A copy of the Convention is enclosed herewith for your consideration, and I request that you will favour me with your observations on the matter at an early date. I desire to add that I am entirely in accord with the views expressed by the delegates in their despatch.
